Important warning
Proof is not the same as access
The future verification workflow must protect students, private proof files, and paid study content. It should never rely on proof submission alone to unlock material.
Payment proof does not automatically unlock protected content.
Admin must verify the proof before any access decision.
Access is granted by course, resource, pathway, bundle, or subscription target.
Protected study content remains view-only by default.
Downloads are not available unless explicitly approved.
